Manchester City Council requires a permit for any skip on the public highway, at £60 to £80 among the more expensive in the region, with applications made by your skip operator and around five working days to process. Skips on private drives and forecourts need nothing. Large parts of the inner city sit in residents' parking zones where a bay suspension is needed on top of the permit, a separate application and fee, so flag it when you book. Red routes and bus corridors are refused outright. On-road skips must carry lamps and reflective boards overnight, and enforcement here is more active than in most boroughs, so use a firm that fits them without being asked.
